New Hanover County to administer Disaster Food Benefits starting Friday
NEW HANOVER COUNTY, NC – Residents of New Hanover County can apply for Disaster Supplemental Nutrition Assistance Program (D-SNAP), better known as “Disaster Food Stamps,” beginning Friday, September 28. Residents applying for D-SNAP should come to Independence Mall in the previous Sears store, located at 3500 Oleander Drive in Wilmington.
D-SNAP is for households that don’t already receive food stamp benefits, and will provide one-time assistance for people who lost food, or the ability to purchase food because of Hurricane Florence. D-SNAP uses different standards than normal food stamp benefits, so households that don’t normally qualify for food stamps may qualify for D-SNAP if disaster-related expenses have been incurred.
New Hanover County applications for D-SNAP will be accepted Friday, September 28 through Saturday, October 6, except Sundays. This schedule is determined by the state. Please note: D-SNAP will not be administered at the county’s Social Services building; applications will only be available at the Independence Mall location.
There is no online application for D-SNAP, so the public must apply in person during the following hours of operation:
- Friday, September 28: 8 a.m.-5 p.m.
- Saturday, September 29: 9 a.m.-5 p.m.
- Sunday, September 30: closed
- Monday, October 1: 8 a.m. -5 p.m.
- Tuesday, October 2: 8 a.m.-5 p.m.
- Wednesday, October 3: 8 a.m.-6 p.m.
- Thursday, October 4: 8 a.m.-5 p.m.
- Friday, October 5: 8 a.m.-5 p.m.
- Saturday, October 6: 9 a.m.-5 p.m.
Applicants should enter the Independence Mall parking lot from Independence Boulevard and follow directional signage to the entrance between Ruby Tuesday’s and the former Sears store. This outside entrance will be marked with signage, and is to the left of the main mall entrance. Independence Mall is also located on Wave Transit’s fixed bus routes.
New Hanover County households will be issued Electronic Benefits Transfer (EBT) cards on site if they are eligible, based on United States Department of Agriculture (USDA) policy. Eligibility and benefit allotment is based on available income and resources. Picture identification is not required to apply for D-SNAP. Applicants will be asked to provide verification of identity through other means if necessary, like utility bills or other items with the person’s name.
In anticipation of long lines and wait times, it is encouraged that only one person per household be present, that people bring medication or other necessary items with them, and that alternate childcare be considered if possible.
New Hanover County residents currently receiving food stamp benefits are not eligible for D-SNAP, but may receive a supplement and/or replacement benefit as determined by the USDA. For those residents, supplements and replacements have already begun automatically, and current beneficiaries do not need to seek this out.
